VOG is a one stop job portal for Singapore public sector civil service jobs. All you need is to register an account, then deposit / key in your resume and CV (only do it once), then you can apply all the jobs in Singapore public sector across different ministries or stat boards. However, there are still some, like MDA, require you to fill in another application form. And VOG do not allow you to upload your CV in pdf or word document format.
